Public services that are the focus of the study of the discipline of Public Administration Sciences in Indonesia, are still issues that need to be given comprehensive attention and completion. Basically every human need service, even in the extreme can be said that service can not be separated with human life. Kecamatan which is one of the extension of the central government in providing public services. Governance is one of the most public services the public has ever needed since he was born until he died. Therefore, the researcher is interested to discuss the Impelementasi Public Service in the Field of Governance in Tanete Rilau.In research conducted by researchers, researchers used descriptive method research method with a qualitative approach to collect data and information. Researchers will try to analyze the data obtained from various sources to answer the problems of Public Service Implementation in the Field of Governance in Barru District Tanete Rilau. Researchers use four techniques in analyzing the data that is, observation, interview, documentation and after that data from observation, interview and documentation will trianggulasi.Based on the results of the interviews that have been described in the previous chapter, where there are six (6) things are grouped by researchers to facilitate in understanding the results of interviews. And from the results of the interview ditrianggulasikan with the results of observation and documentation that exist, the researchers will try to analyze how actually Implementation of Public Service in the Field of Governance in the District of Tanete Rilau.

Penelitian ini bertujuan mengetahui makna antara hukum da perundang-undangan. Hukum cakupannya lebih luas daripada perundang-undangan karena hukum meliputi ; perundang-undangan dalam arti peraturan tertulis sekaligus mencakup pula tata pergaulan hidup bermasyarakat yang telah melembaga sebagai aturan meskipun dalam bentuk yang tidak tertulis. Penelitian ini menggunakan pendekatan perundang- undangan dengan teknik pustaka, mengumpulkan bahan-bahan hukum atau literature hukum.Hasil penelitian menunjukkan bahwa Hukum, bersama berbagai aspek lainnya (politik, ekonomi, sosial budaya, pertahanan dan keamanan) berfungsi pula sebagai alat perekayasa kehidupan masyarakat. Maksudnya, hukum dapat turut mengarahkan perkembangan kehidupan bermasyarakat melalui penataan, terhadap pergaulan hidup anggota masyarakat. Dengan disertai ancaman sanksi hukum dapat mendorong anggota masyarakat untuk berprilaku tertentu atau sebaliknya.

One form of public service is carried out by the government in the service of population administration documents including e-KTP and KK. The government must be responsible for providing population administration services that satisfy the community. However, in the provision of services carried out, there are still problems that often occur such as unsystematic, slow service, undisciplined employees, and lack of infrastructure. Therefore, the responsibility of the service provider is needed. Responsibility is proof that the organization is responsible for providing services to the community.This study aims to analyze the responsibility of public servants in managing E-KTP and KK at the Office of Population and Civil Registration of Barru Regency.This study uses a descriptive qualitative approach. The data collection used were interviews, observations, and documentation which were carried out for about 1 month.The results of the study indicate that in general the responsibility of public services in managing E-KTP and KK at the Office of Population and Civil Registration of Barru Regency is good, although there are still shortcomings that must be corrected. Based on the type of responsibility, according to Frederick Mosher, there are several shortcomings found. Including officers who still lack discipline, lack of smiles, lack of supporting facilities, sometimes long completion times, and the long-distance that the community has to travel to reach the Dukcapil office.

UNDERSTANDING PUBLIC SERVICE ETHICS IN PERSPECTIVE THE NEW PARADIGM OF PUBLIC ADMINISTRATION 从公共行政新范式看公共服务伦理

This study aims to provide an overview in understanding public service ethics according to the perspective of the new administrative paradigm so that it can be taken into consideration in the implementation of public services in Indonesia. The type of research used is a qualitative research type. Data collection techniques were carried out through a review of literature, literature, scientific journals and statutory documents that were collected to find their relevance to the research theme. The results show that public service ethics in a new paradigm of public administration such as the New Public Service (NPS) that can be used as a reference by bureaucrats is where bureaucrats in carrying out their duties and functions are considered good or ethical if they are responsible and have high professionalism or competence. and have responsibility in carrying out their duties and authorities. Service personnel must also pay attention to efficiency, effectiveness and economy. equality and justice. The most important of a public service is the fulfillment of the needs of the public being served so as to create satisfaction for the community. What is expected in public service ethics according to the new public service (NPS) paradigm is the emergence of self-awareness of bureaucrats based on the norm values in the code of ethics. From that, the most important thing is the awareness of the service apparatus that the service tasks carried out are not only accountable to the people and the state, but also to God Almighty.

This study aims to determine the quality of population administration services in terms of issuing Identity Cards in Lalolang Village based on the Decree of the Minister of Administrative Reform No. Kep/25/M.PAN/2/2004 dated February 24, 2004 concerning General Guidelines for Compiling the Community Satisfaction Index for Government Service Units. , and the factors that affect the quality of service for issuing Identity Cards in Lubtik Pakam III Sub-district, Lalolang District based on the Ministerial Decree No. 25 of 2004. This study uses a qualitative descriptive method with a case study approach with inductive data analysis techniques using a single table and then looking for the average service quality variable average. Collecting data using library research and field research. The population is the people of Lalolang Village totaling 4,656 people and the number is determined as a sample of 150 people from 9 (nine) neighborhoods, sampling using simple random sampling technique. Based on the results of data analysis, it is known that. The quality of population administration services in terms of issuing Resident Identity Cards in Lalolang Village based on the Decree of the Minister of Administrative Reform No. Kep/25/M.PAN/2/2004 dated February 24, 2004 concerning General Guidelines for Compiling the Community Satisfaction Index for Service Units of Government Agencies is included in the poor category . where from the 14 elements of service, there are 7 (seven) elements of service that are not good and 7 (seven) elements of service that are included in the good category, namely courtesy and friendliness of officers, certainty of service schedules, environmental comfort. Based on the results of the research and the conclusions mentioned above, the authors contribute suggestions to improve aspects of knowledge where the real aspect is one of the requirements for improving the quality of human resources so that they can create human resources who are able to think ahead.

Penelitian ini bertujuan untuk membahas penerapan etika admnistrasi publik melalui pelaksanaan tugas pelayanan birokrat. Tipe penelitian yang digunakan adaah kualitatif. Penelitian ini dilaksanakan selama tiga bulan (Juli-September) Tahun 2021. Teknik pengumpulan data, melalui penelusuran kajian pustaka, literatur, jurnal ilmiah dan dokumen perundang-undangan yang sesuai dengan tema penelitian. Hasi penelitianl menunjukkan bahwa penerapan etika administrasi dapat ditelusuri melalui asas-asas pokok yang mendasari penerapan administrasi publik, yaitu asas-asas pokok dalam sistem nilai (etika) administrasi modern, seperti dalam aspek: tanggung jawab, pengabdian, kesetiaan, kepekaan, keadilan, dan kepantasan. Kemudian untuk menilai suatu pelayanan dari birokrat yang dapat dikategorikan berkualitas dapat ditinjau dari dimensi pelayanan, yaitu: bukti langsung (tangible), keandalan (reliability), daya tanggap (responsivennes), jaminan (assurance) dan empati (empathy). Jika seluruh dimensi pelayanan tersebut semuanya dapat diterapkan secara tepat dalam poses penyelenggaraan pelayanan, maka dapat menghasilkan kinerja birokrat yang berkualitas. Dengan demikian penerapan etika pelayanan publik sudah terpenuhi yang berarti pula penerapan etika administrasi publik juga sudah dijalankan dengan baik oleh birokrat. Diharapkan lahirnya seluruh aparat birokrat yang memiliki kemampuan menerapkan etika administrasi publik yang dapat tercermin dari sikap dan prilaku yang profesional, simpatik, beretika dan bermoral tinggi dalam melakukan pelayanan publik.

This study aims to determine the level of community satisfaction with public services studied at 3 SKPD offices in Barru district from the aspect of (a) service procedures getting a score of 2.87, (b) service requirements getting a score of 2.86, (c) clarity of service officers getting a score of 2.84. This study uses an approach This research was conducted by applying a survey method with a quantitative descriptive form. The survey method is used to help researchers to obtain an overview or general trend regarding public attitudes or opinions towards public services. This is indicated by the number of respondents who complain about the lack of clarity of the flow and service procedures carried out by the service office and the service time which is felt to be very slow by the community. There are still many people who still use the services of “insiders” in the process of managing their letters, which is also evidence that the public service process has not been running well enough in the Barru district.

Penelitian ini bertujuan untuk mengetahui kebijakan pendidikan terhadap pelaksanaan pembelajaran dalam jaringan pada masa pandemi covid 19 Di SMP Negeri I Mandalle Kabupaten Pangkep. Fokus penelitian adalah kebijakan pendidikan dalam masa pandemi covid 19 terhadap beberapa kegiatan penting di sekolah yaitu Ujian Nasional, Uji Kompetensi Keahlian , Ujian Sekolah dan Ujian kenaikan kelas. Sesuai tujuan penelitian maka tipe penelitian yang digunakan adalah tipe penelitian kualitatif. Menggunakan teknik pengumpulan data : observasi, wawancara dan dokumentasi. Informan adalah: kepala sekola, guru, dan orang tua siswa. Sedangkan teknik analisis data yang digunakan adalah teknik Miles dan Huberman. Dalam penelitian ini ditemukan beberapa kegiatan penting di SMP Negeri I Mandalle Kabupaten Pangkep telah ditiadakan untuk sementara waktu, seperti Ujian Nasional, Uji Kompetensi Keahlian, Ujian Sekolah dan Ujan kenaikan kelas. Alasan utama pembatalan beberapa ujian tersebut bertujuan untuk menekan penyebaran virus korona. Agar pelaksanaan pembelajaran tetap berlangsung, maka salah satu pilhan kebijakan pendidikan yang telah diterapkan adalah melakukan pembelajaran Daring dari rumah, dengan harapan guru dan siswa dapat aman dari wabah virus korona. Hasil penelitian menunjukkan bahwa implementasi kebijakan pendidikan terhadap pelaksanaan pembelajaran dalam jaringan pada masa pandemi covid 19 Di SMP Negeri I Mandalle Kabupaten Pangkep telah berjalan dengan baik karena sudah sesuai kebijakan pendidikan nasional yang tertuang dalam Surat Edaran Menteri Pendidikan dan Kebudayaan RI Nomor 4 Tahun 2020 Tentang Pelaksanaan Kebijakan Pendidikan Dalam Masa Darurat Penyebaran Covid-19 dan sudah sesuai Surat Edaran Menteri Pendidikan dan Kebudayaan RI Nomor 1 Tahun 2021 Tentang Peniadaan Ujian Nasional dan Ujian Kesetaraan Serta Pelaksanaan Ujian Sekolah Dalam Masa Darurat Penyebaran Corona Virus Disease (covid) 19.

COMMUNITY PARTICIPATION IN PRESERVING THE MATTOJANG TRADITION IN Kamiri VILLAGE BALUSU DISTRICT, BARRU REGENCY 巴鲁县巴鲁苏区卡米里村的社区参与保存马托姜传统

This study aims to provide a concrete description of how the participation of all elements of society in preserving the mattojang tradition in Kamiri Village, Balusu District, Barru Regency. In this research used descriptive qualitative research type. This research was conducted in Kamiri Village, Balusu District, Barru Regency which was carried out for 3 months starting from May-July 2021. Data collection techniques were: observation, interviews, and documentation. Then the data analysis technique used consists of three stages, namely; data reduction, data presentation, and drawing conclusions (Miles and Huberman 2014). The results of the study show that community participation in preserving the mattojang tradition in Kamiri village, Balusu district, Barru district from community leaders, traditional leaders, and perpetrators of the mattojang tradition can be categorized quite well. This conclusion is based on the results of data analysis through research indicators: mind participation, energy participation, mind participation and skill participation, goods participation and money participation. From the results of the study, it can also be concluded that community participation from the younger generation is categorized as quite low. Based on the data obtained, this condition is quite worrying considering that the number of parents who understand the mattojang tradition is decreasing. On the other hand, the number of young people is quite large, but their concern for the mattojang tradition is decreasing. Therefore, special attention is needed to make efforts to raise awareness of the younger generation so that they are more concerned with their traditions.
