Little evidence exists about the extent of the use of economics, particularly cost-benefit analysis, regional economics and land evaluations, in leisure planning practice in England. A survey of 15 public agencies indicates a reluctance to use economics. The inherent and operational limitations of economics, the lack of relevance of economics and limitations in planning practice are cited as the main causes. The author suggests that improvements in predictive economic models, the recreation database and the intelligibility of economics, and a reappraisal by planners of the leisure resource allocation process are likely to improve the use of economics in leisure planning practice.

The author considers the role of tourism in relation to trends in regional planning and development thinking in East Mediterranean countries. Case studies of regional planning and tourist development in Yugoslavia, Greece, Turkey, and Israel are presented. The author concludes that sustained success in the tourism industry depends on the adoption of a conservationist ethic, and that the preservation of natural environment and cultural heritage are vital in regional planning.

The 30th congress of the International Association of Scientific Experts in Tourism took place in Palma, Majorca, 18–20 September 1980. Although enjoyble, the event contributed little to the serious study of tourism. If AIEST is to meet the challenge of the national organisations, it must achieve a new standard of excellence.

The proponents of international air transport deregulation claim that increased competition would follow, benefiting travellers and increasing carrier efficiency. But there are major differences between the US domestic market and the international market. The pursuit of noneconomic goals by subsided state enterprises may cause large losses in efficiency. State-owned airlines may engage in ‘predatory’ practices, to past on high costs in a relatively unregulated market. Private- enterprise carriers may have to withdraw or acquiesce to a noncompetitive structure. The author stresses that international markets are largely structured by bilateral negotiations between governments — competition should be safeguarded in such negotiations.
