Purpose Even though innovation is widely understood as a critical success factor, little is still known about the top management ability to steer small firms’ innovativeness. In an attempt to fill such gap, the purpose of this paper is to investigate the relationship between strategic orientation and propensity to innovate of a representative sample of Italian small-sized organizations. Design/methodology/approach Secondary data collected from the Community Innovation Survey performed in Italy by the Italian Institute of Statistics were investigated. Data concerned a representative sample of 5.833 units of analysis. Ad hoc logistic regression models were designed to illuminate the relationship between small firms’ propensity to innovate and their strategic orientation. Findings The outputs of logistic regression models suggested that strategic aims, strategic goals and awareness of environmental threats influenced the propensity of small firms to innovate. On the one hand, the desire to expand the current market share and to open new markets aroused product innovation; on the other hand, the need to increase organizational flexibility boosted process innovation. Research limitations/implications This study relied on secondary data; therefore, it was not possible to tailor the process of data collection to the specific purposes of this research. Besides, findings are not generalizable at either the European or worldwide level. Originality/value This is one of the first attempts to exploit the potential of multiple logistic regression models to shed light on the relationship between small firms’ strategic orientation and their propensity to innovate.

Purpose The purpose of this paper is to discuss the impossible segregation of founding myths from any actual understanding of life in common, the public good and PA theorizing. The notion of shadow as used by Robert Denhardt to designate the “other side” of rational motives in organizing fits well with the approach to PA myths here intended, in consonance with the theme of unity in apparent opposites and the “intensely meaningful acts of heroes and heroines” (Denhardt, 1981, p. xii). Finally, the questionable opposition between logos and myth will be reviewed along the discussion of the sacred and the secret in PA tradition. Design/methodology/approach The author examines PA myths and discusses conjectures and explanations. Findings PA founding myths are not false believes or illusionary entities but genuine precursors and effective backstage arrangers of theory and praxis. The processes of languaging, musicking and organizing, basic human traits and fundamental events for human life to occur and get structured as it does, cannot prescind from them. Myths are intertwined with reasons and desires, inseparable, coexisting in the unified and pluriversal forms of doing, knowing and valuing that configure human life. Nothing different corresponds to PA and its myths as key components of the processes of thought, action and judgment that constitute the public domain. Originality/value PA myths persist not only through the ages of the administrative state but through the transformations of thoughts also occurred in each theorist’s own life experience. At different times, situations and conditions all of us – the author guess – have addressed this or that PA myth for motives worth deserving the reiterated discussion. It was never the same discussion; it could not have been, it is not, and it will not ever be.

Purpose The purpose of this paper is to examine the concept of the public interest. The central question is whether the public interest is a usable concept in a time of social and political change. A historical overview of the public interest is provided. Two researchers are highlighted: David John Farmer and O.C. McSwite. The paper concludes by proposing the refusal of subjective identification with the public interest. Design/methodology/approach Discourse theory and Lacanian psychoanalysis are discussed in this paper. The emphasis in both approaches is to examine ethical challenges in politics and administration through new epistemological lenses. A further use of these research strategies is to identify existing institutional practices and situate administrative decision-making within those practices. Findings The findings in this paper indicate that while institutional resistance is useful, it can also be co-opted or result in retribution. In both cases, power is asserted and maintained by those who hold institutional power. David John Farmer’s work on anti-administration and O.C. McSwite’s work on administrative refusal are effective strategies to address the abuse of institutional power. Originality/value This paper introduces the concept of subjective identification to the literature of public administration. Subjective identification offers administrators a new approach to the ethical dilemmas they face in the workplace.

McSwite)的行政拒绝理论是解决制度权力滥用的有效策略。原创性/价值本文将主观认同的概念引入公共行政文献。主观认同为管理者提供了一种新的方法来解决他们在工作场所面临的道德困境。

Purpose Is public administration neutral? Scholarship does not interpret public administration as neutral, even though, on moral–ethical grounds, it frequently advises neutrality for practitioners. Five main schools of thought are surveyed. Neutrality and alternative expressions of it, such as nonpartisanship, expertise, impartiality or facilitation, are role prescriptions for practicing public administrators, and are typically offered as appropriate comportments in interacting with citizens and groups. At the same time, public administration is undeniably a political institution having political purposes and constitutive impacts. Indeed, the very existence of the administrative state is politically contestable. The paper aims to discuss these issues. Design/methodology/approach Critical reflection, political philosophy, political theory. Findings Scholars across the various schools of thought in public administration do not presuppose the presence of a neutral public administrator. However, there is sometimes an admonition to practitioners to behave as if they were politically neutral. Practical implications Advising practitioners that their practices are neutral masks the fact that public administration is an inherently political institution. Originality/value Neutral public administration is revealed as empty cant.

Purpose This paper raises the possibility that closure is a myth, both in the sense of a narrative guiding a quest and in the sense of a social fiction. The paper aims to discuss this issue. Design/methodology/approach The paper examines parts played by public administration practice in quests with subtexts of death, love, and loss, and suggests that overlapping administrative and narrative fictions have their comforts and uses for grieving persons, for organizations, and for the social order. Findings The paper confesses ambivalence about the actual existence of closure in historical rather than fictional time. Originality/value Using the metaphor of “closing the books,” the paper situates particular public reckonings with human loss in the context of justice-seeking and other public sector companions of “closure,” but resists the narrative closure of the authoritative answer and the happy ending.

Purpose The purpose of this paper is to recommend that public administration (PA) theory and practice should become more sensitive to its sub-administration, and to suggest how this can be done. Design/methodology/approach This conceptual paper maintains that this sub-administration includes those ideologies, myths and metaphors that contribute like an unconscious in shaping (and misshaping) governmental policy and administration. Descriptions of the nature of ideologies, myths and metaphors are given, along with some examples of those that are harmful – such as the ideologies of the American Business Model and neo-liberalism. Findings PA should seek to engage and oppose such ideologies, myths and metaphors that are problematic – both those constructed within and without of PA itself. It is recommended that, for such analytical purposes, PA should turn toward post-traditional PA, including the insights of post-modernism and epistemic pluralism. Originality/value The concept of sub-administration is of significant utility both for PA theorists and practitioners in strengthening public administrative performance. The author has offered such and/or similar recommendations in earlier publications, including in the International Journal of Organization Theory and Behavior, 19 (1), 90-102: 2016.

PurposeMyths matter. They are one of the ways by which we seek to make sense of the world; understanding myths helps us understand not only the world around us but ourselves as well. Governance myths – myths that we tell about the state and our relationship to it or about the structures and figures making up our government and our relationships to them – can serve as a valuable means of gaining insight into civil society and for illuminating the goals and values of good governance. Categorizing governance myths can aid in that process. The paper aims to discuss this issue.Design/methodology/approachThis paper develops a typology of governance myths, and then explores mythic types and their implications for governance.FindingsA typology of myths facilitates systematic examination of fundamental stories told to explain and illustrate governance. Characteristics of myths at each level of governance may be used to better understand implicit expectations and assumptions about particular aspects of governance.Originality/valueThis typology can be used by scholars and practitioners to deconstruct stories told about governance and more effectively respond to citizens’ perceptions of the public sector.

Purpose The purpose of this paper is to determine the cost effectiveness of palliative care on patients in a home health and hospice setting. Secondary data set was utilized to test the hypotheses of this study. Home health care and hospice care services have the potential to avert hospital admissions in patients requiring palliative care, which significantly affects medicare spending. With the aging population, it has become evident that demand of palliative care will increase four-fold. It was determined that current spending on end-of-life care is radically emptying medicare funds and fiscally weakening numerous families who have patients under palliative care during life-threatening illnesses. The study found that a majority of people registering for palliative and hospice care settings are above the age group of 55 years old. Design/methodology/approach Different variables like length of stay, mode of payment and disease diagnosis were used to filter the available data set. Secondary data were utilized to test the hypothesis of this study. There are very few studies on hospice and palliative care services and no study focuses on the cost associated with this care. Since a very large number of the USA, population is turning 65 and over, it is very important to analyze the cost of care for palliative and hospice care. For the purpose of this analysis, data were utilized from the National Home and Hospice Care Survey (NHHCS), which has been conducted periodically by the Centers for Disease Control and Prevention’s National Center for Health Statistics. Descriptive statistics, χ2 tests and t-tests were used to test for statistical significance at the p<0.05 level. Findings The Statistical Package for Social Sciences (SPSS) was utilized for this result. H1 predicted that patients in the age group of 65 years and up have the highest utilization of home and hospice care. This study examined various demographic variables in hospice and home health care which may help to evaluate the cost of care and the modes of payments. This section of the result presents the descriptive analysis of dependent, independent and covariate variables that provide the overall national estimates on differences in use of home and hospice care in various age groups and sex. Research limitations/implications The data set used was from the 2007 NHHCS survey, no data have been collected thereafter, and therefore, gap in data analysis may give inaccurate findings. To compensate for this gap in the data set, recent studies were reviewed which analyzed cost in palliative care in the USA. There has been a lack of evidence to prove the cost savings and improved quality of life in palliative/hospice care. There is a need for new research on the various cost factors affecting palliative care services as well as considering the quality of life. Although, it is evident that palliative care treatment is less expensive as compared to the regular care, since it eliminates the dire

Descriptive statistics, χ2 tests and t-tests were used to test for statistical significance at the p<0.05 level.\u0000\u0000\u0000Findings\u0000The Statistical Package for Social Sciences (SPSS) was utilized for this result. H1 predicted that patients in the age group of 65 years and up have the highest utilization of home and hospice care. This study examined various demographic variables in hospice and home health care which may help to evaluate the cost of care and the modes of payments. This section of the result presents the descriptive analysis of dependent, independent and covariate variables that provide the overall national estimates on differences in use of home and hospice care in various age groups and sex.\u0000\u0000\u0000Research limitations/implications\u0000The data set used was from the 2007 NHHCS survey, no data have been collected thereafter, and therefore, gap in data analysis may give inaccurate findings.

Purpose The purpose of this paper is to argue that philosophic and administrative thought have enframed (Heidegger, 1977) us to unconsciously accept technology in public administration and the bureaucracy. Design/methodology/approach It builds on literature in phenomenology. Findings It discusses the implications of this phenomenon for organizational decision-making, management, and governance more broadly. Practical implications It questions whether we should utilize video technology in policing, and examine technology as good or bad before implementing it. Originality/value Most of the critiques of technology were in the early 1990s. This paper attempts to explain why we implicitly accept technology, links the philosophy of Immanuel Kant to Herbert Simon, and articulates how technology shapes our thinking.

Purpose The purpose of this paper is to analyze the study results conducted at a four-year university in Hawaii investigating the impact of providing nursing students with an educational intervention session aimed at improving cultural competence. Design/methodology/approach A descriptive-correlational research method was used to examine the correlations between a control group and experimental group using pre-and post-tests. The t-test for equality of means and Levene’s test for equality of variances were conducted for statistical analysis on pre-and post-test scores. In addition, a power analysis was conducted due to the small sample size. Findings The control group receiving no intervention scored lower on the post-test in overall competency by five points, while the experimental group increased their post-score by five points after receiving the intervention; however, this increase did not change the overall cultural competence score. The results indicate that the educational intervention of a two-hour didactic, discussion and presentation did not provide as robust as what was needed to increase domain scores for the experimental group. Further, the domains of awareness, skill, knowledge, encounter and desire cannot be taught by instruction alone and should be reinforced over time. Research limitations/implications The study was a convenience sample and limited by the small sample size. The sample may not be representative of all senior nursing students. The study is limited to one school of nursing in Hawaii; the results may not be generalized to other populations. Practical implications This research provides a foundation for future curriculum development and the evaluation of nursing programs. For instance, incorporating a value-added instructional project on cultural competence into each nursing class would increase cultural competence awareness and knowledge. Social implications This study also emphasizes the necessity of education in cultural competence for all health professionals, which has implications for improving quality, patient satisfaction and increased health outcomes. Originality/value This research is unique to examining and applying an educational intervention on cultural competence for nursing students in Hawaii. This research sheds light on studying the importance of culture competence for nursing students and other health professionals. This is not a skill that can be taught in one class or only even a single immersion experience and should be acquired over time where continuing education and encounters are necessary in order to become culturally competent; this will enable health professionals to provide meaningful and appropriate care to patients.
